What’s the difference? A contract carrier hasn’t filed with STB to obtain common carrier authority over their track. Otherwise, they are effectively a shortline, even soliciting their own traffic and serving multiple industries. The STB considers them an industrial operation, but to the FRA they are a full-fledged railroad that has to meet all safety and reporting requirements. |
