I asked an NS engineer about the PRR stickers on these units. They are units that are going to be rebuilt along with low short hoods (darn them lol) into GP38-3's. Makes sense being thta you see ex N&W and SOU high hood 38's and 38AC's which are the units being sent to the rebuild program. Get them and the GP50's while you can.

I saw this unit switching in Charlotte the other day. Still has high hood (thank goodness!), but alas, I didn't have my camera with me (rats!)
