It was published originally in Supplement No. 1866 of the "Scientific American" dated 07 October 1911, pages 1-2. No author is specified. "The most unique feature of the test work at Altoona is the locomotive testing plant. By the arrangement of the apparatus here installed the largest engines can be run at top speed without traveling an inch, so that constant results are obtainable and measurements can be made and tabulated with far greater exactness than is possible in road trials." Title:  Altoona Test Plant, Interior View, 1973
Description:  Here is an original photo that I took while exploring the former Pennsylvania Railroad Test Plant building in Altoona, Pennsylvania, during June of 1973. It seems that one of their labratories had a permanent hole in its floor for conducting various tests!
